The basics

What is urban renewal in Israel?

A family of national programs that upgrade aging apartment buildings at no cost to their owners: strengthening (TAMA 38 and its successors) or demolition and full reconstruction (Pinui Binui). The developer funds everything through the new apartments he builds and sells.

How much does it cost me as a tenant?

Nothing. The tenant organizer's fee is also paid by the developer under the Organizers Law. Your only costs are covered - the developer pays your rent during the construction period and your moving costs.

What is Pinui Binui?

Israel's flagship evacuation-rebuild program: the old building is demolished and replaced with a new one on the same plot, and every owner receives a new, larger apartment with a Mamad, parking and elevator - free of charge.

What was TAMA 38 - and what replaced it?

TAMA 38 was the national earthquake-strengthening program. It lapsed in most local authorities in 2024 and was succeeded by the 'Shaked alternative', which offers essentially the same benefits for single buildings. Permitted projects continue as planned.

How many neighbors have to agree?

80% of the apartments for Pinui Binui, 67% for strengthening projects. One holdout cannot veto the building's decision - but their protections are anchored in law.

How long does a project take?

Strengthening: 2-4 years. Evacuation-rebuild: 4-7 years from organizing to keys, with about 2-3 of those years spent in a rented apartment whose rent the developer pays.

Money, time & protection

Who pays my rent while I'm out of my home?

The developer, for the entire construction period - backed by a bank guarantee deposited before anyone hands over keys. The rent reflects market rates in your area for a comparable apartment.

What happens if the developer goes bankrupt?

The guarantees deposited before evacuation keep paying your rent and protecting your rights, and your old apartment remains registered in your name until the new key is delivered. This is why guarantees are verified before the first moving truck arrives.

Is a tenant organizer really free?

Yes - by law. The Organizers Law (2021) requires organizers to be licensed and paid by the developer, with the tenants' full knowledge. An organizer's loyalty must be to the tenants alone.

What should I check before signing anything?
